problems with desktop windows

what are some reasons that you can't pull background windows into the
foreground? If I run some programs, they get stuck in the foreground unless
i click on the minimize button...nothing I click on in the background, will
come up to the front.
 
There are a couple of reasons:

1. The properties of the application has set an option "Always on top". For
example, if you have WinZip, rightclick on the application in the task bar
and you will see an option listed there below close. Generally the cause in
most cases.

2. Windows has become unstable or you have spyware on you machine ...
basically the same either way. I have just started to see this happening on
my machine and I think it is a time for a rebuild.
