I cannot reproduce your findings. Mine returns to whatever folder I was last
viewing.
Have you tried turning off Outlook Today's Home Page?

I'll give up and copy my contacts to "CONTACTS" folder, and leave it
at that. It's not what I want, but I can live with it.
