I'm setting up windows mail but I can't sent or receive email. The
information from my ISP is correct so I have no idea wat is wrong I keep
getting the following communication

Account: , Server: 'pop.secureserver.net', Protocol: POP3, Server Response:
'-ERR authorization first', Port: 110, Secure(SSL): No, Server Error:
0x800CCC90, Error Number: 0x800CCC18

The server does not like the way you are submitting your credentials.
Are you using your complete email address for the username?
Also, this does not look like an ISP account. Who is the ISP?

My ISP is Verizon.

As far as I know, Verizon does not use any secureserver.net mail servers.
Where did you get this secureserver.net information from?
