Problems setting passwords in Word

I am having a problem setting a password in Word2007, basically i create my
doc, and then i click on the menu bar and save as, then click general options
and set a password for READ ONLY and to make changes (different passwords)

However when i go to open up the document, it gives you the option to open a
read only copy, even though i have set a password to read only (and it
doesn't ask for a password)

How can this be???
 
From the 'General' dialog , don't click 'Protect' but 'OK' once you have set
the password(s). Save and close the document. You should then be prompted
for a password in order to open the document.
