Problems installing patch for kb823980 (RPC, blaster, etc)

I have to install this patch on lots of w2k servers and xp
workstations. I have had no problems installing hotfixes in the past,
but this one has me puzzled. The service that installs the patch is
running under a domain account that has sufficient privileges, but the
installation either fails or hangs for both the w2k version and the xp
version. If I jump through some hoops I can get it to install using
the SYSTEM account. Odd thing is, if I log in with telnet I have no
problems installing it.

Has anyone had problems deploying this particular patch?

Here is the command-line I am using for w2k:
cmd.exe /c d:\software\W2K-KB823980-x86-ENU.exe -o -u -q -z

I've played with the command-line switches to no avail. I thought it
was because I wasn't using the -q switch (it hangs without it), but it
returns after about 5 seconds when I do use it.

Thanks for the info. I will try this also. Here is where I stand:
1) The hotfix returns errorlevel 3010 when I install it.
2) The registry key HKLM\Software\Microsoft\Updates\Windows
2000\SP5\KB82390\Filelist exists and lists all of the files that
should be installed
3) The Hotfix 823980 is listed under add/remove programs.
4) I rebooted after the patch was installed (scheduled for 2:30AM)
5) BUT THE FILES ARE STILL THE OLD VERSIONS!!! The dates and versions
are all old.

What really bugs me about this is when I am testing my update on a
server that has never got it, I telnet into it, copy the update in
place and my service applies it. Same errorlevel. I reboot manually
and the CORRECT files are there. But when I am not logged into the
box the files don't get updated. I have installed SP3 and numerous
hotfixes using this method, so I know it should work.
