Windows 2000 Security Patch - Buffer Overrun RPC

I downloaded the "Windows 2000 Security Patch: Buffer
Overrun in RPC Interface Could Allow Code Execution"
File Name: Windows 2000-KB823980-x86-ENU.exe
Version: 823980

When i try to run the program the following comes up:
"The Windows 2000-KB823980-x86-ENU.exe files is linked to a
missing export NTDLL.DLL:NtShutdownSystem. A Device
attached to the system is not funtioning."

What is the problem, and how do I correct it?
