Problems embedding fonts

I'm in Word 2000 and want to send a document to a user who doesn't have the same fonts as me. I go to Tools>Options>Save>Embed TrueType fonts and save the document. But when I test it by opening the document on a PC I know doesn't have the right fonts loaded, the embedded fonts don't display and the document defaults to another font.

Does anyone know what I'm doing wrong?

Not all fonts are embeddable. There are four levels of licensing for fonts;
the lowest level does not permit embedding at all.
