Problems after Restoring a Domain controller for DR

Hi,

I am currectly testing our Disaster Recovery and have just
recovered my First DC which is the RID master and PDC and
GC. I will only be recovering this server in this scenario
so I will not have access to further DCs. I managed to
restore the system to a point where everything comes up
perfectly and I can log into the desktop. The problem
comes in when I try to add computers to the domain I get
an error on the desktop and the server:
Desktop error - The directory service was unable to
allocate a relative identifier
Server Error - Event ID:16650 SAM error
The account-identifier allocator failed to initialize
properly.
I have looked up the fix on the net but when I try the
Repadmin I get an error stating that thr RPC server cannot
be found.
I can connect to the servers resources so I have network
connectivity.
