Problems accessing recently updated webpages

I'm the website admin for a local car club. Within the last month or so
I moved our website to a different commercial server, updated the domain
name registration and uploaded a lot of updated pages.

Here's the problem: there are two club members here in town, both on the
same ISP. One can see the new updated webpages, the other
cannot....they're still pulling up the old pages. Even after having them
clean out their cache, cookies, history, etc, they still are accessing
the old files. Where else can I have this person check on their computer
to see where they're picking up the old cached versions rather than the
new updated webpages? This is really getting frustrating!
