problem

When I hit Control+Alt+Delete I get the list of programs
running but the top part with the tabs is missing and I
can't view things like running processes. Could someone
help me fix this?

Try double-clicking the edge of Task Manager.

try bring your mouse up to the top area there and just
click in the that area , it should come back if you just
keep trying

You're running in what's called small footprint mode.
Double-clicking in the border of the Window toggles it on and
off.
