problem with user accounts?

Last week I reinstalled and reformated my business computer due to some
problems.
The computer worked fine until I had to make user accounts for
employees....

When logged on to a user account, no programs will open. The only way
I can get programs to open is by right clicking on the icon, choosing
run as..., and telling it to run as the Administrator. This has to be
done every single time I try to run a program.

My other problem is when uploading pictures or even using an editing
program, the window shows me the Administrator desktop instead of the
user account's desktop. The user accounts documents also do not show
up under my computer. There is Administrators documents, and Shared
documents, but not a file for the User.

Help! Anyone know what's going on here?
