Problem with Toolbar

From internet explorer browser, when I click on VIEW then
TOOLBARS, I no longer have the CUSTOMIZE option available
on the list, also, the STANDARD BUTTONS, ADDRESS BAR,&
LINKS are no longer highlighted or able to clicked on. I
want to customize my toolbar but can't. When I right click
on the toolbar all I get is the TEXT LABLES option. Please
help.

Set NoToolbarCustomize to 0.
