Problem with taskbar

I recently came back from a holiday and found that my
taskbar and start menu no longer appears in the luna
theme, however, all the windows do, it's rather weird.

I asked my brother and he said he was trying to make it
look better, I think he's changed played with some dll
and managed to mess it up. Sadly, for space reason I have
disabled system restore.

Any ideas what dll controls the taskbar / start menu look
so that I can restore it. Replys by email would be great!
