Problem with system

I have just built a new system

ECS 661FX-M Motherboard
2X 512MB DDR400 PC 3200 Memory
Pentium 4, 2.8GHz 800FSB CPU

and once all the parts were install I started up the system to access the
BIOS and got a few beeps then the monitor light would just flash so I
powered it down and started it up again which was ok and continued to enter
the BIOS and installs Windows, now sometimes not all the time I would
shutdown the system and later would power it on and get those beeps again,
power off and on again would fix it, would this be a memory problem?

I get 3 beeps (about 2 secs long) I started the system up this morning and
it starting beeping but it still continued to load windows ok

I have also taken out 1 512MB ram and got a single short beep on startup I
have a Phoenix - AwardBIOS

More to this saga, the beeping noise sounds like it's coming from the hdd,
replaced the hdd no more beeps but still sometimes it doesn't want to bootup
like the monitor would flash and nothing more would happen
