Problem with system restore

When selecting SYSTEM RESTORE from the System tools menu I
get the Following error:
rstrui.exe - Entry Point Not Found
the procedure entry point
remoteAssistancePrepareSystemRestore could
not be located in the Dynamic link library
WINSTA.dll

Other symptons im having:
System restore can not be opened up or be run.

I verified system restore service is started and running
under SERVICES

No System Restore TAB is shown on the SYSTEM panel found
in Control Panel-System.

This problem started after I reloaded XP home from the CD
using the Upgrade option.

Entry Point Not Found:
The procedure entry point RemoteAssistancePrepareSystemRestore could not be
located in the Dynamic Link Library winsta.dll
Do a search for the sr.inf file which is normally located in C:\windows.
Make sure you search hidden files in your search criteria.
Right-click on the sr.inf file and select the install option.
