Hover your mouse at the "area" right at the bottom of your monitor screen. It should pop up.
Another way to get the Taskbar & the Start menu is to do the CTRL + ESCape keys --- press & hold CTRL Key & then press Escape.
When you do see taskbar --- in order to "pin" the taskbar --- do a right-click on taskbar, select Properties.
Then on Taskbar Tab, un-check (un-tick) the Auto-hide the taskbar.
