Problem With Seurity Center- WindowsXP- Please Help!

I wanted to see if my firewall was on. I went into "Security Center".
The message on top said that the service was unavailable because it was
either shut off or never activated. I went into it anyway and my
firewall was indeed off- I turned it on. Everytime I shut the compuyter
off (Dell Inspriron notebook), the firewall shuts off. How do I turn on
the Security Center? I tried to "google" it, but there was nothing on
turning it on.

I went into my Norton Internet Security program and it said that my
personal firewall was on.

I know very little about computers and I'm confused- can anyone help?

I suggest you post in a Windows XP newsgroup.
However, if you have Norton Internet Security firewall running, and
are happy with it, you do not need the Windows XP firewall.
