Problem with Putty

Hi,
I've a problem to run Putty correctly.

I set Windows Firewall to block all outbound traffic, for a security issue.
I saw that the matter is about configure the right rules for Putty (i've the
same problem with WinScp, so I think i don't enable some services Putty need
to run).

I've create a rule that enable putty.exe to pass firewall.
But i don't know what is less.

I hope someone could answer me,

I've forgotten to tell that if i enable to outbound all traffic, within
Advanced Firewall settings, I can use Putty correctly.

If you are using Putty for SSH Port 22 needs to be opened. If Telnet - Port
23. RLogin 513. Does that help?

Unforunately this is not sufficient, I obtain the same error:

Putty Fatal error:
Network error: permission denied.

If you think about other attempt, please, tell me.

To resolve (temporarily) the problem i've opened port 22 for every
application; my objective was to enable this port only for the applications i
want (ie putty and winscp).
But when i enabled these to applications, to exit onto every ports (for
traffic out), it doesn't work.

If you know a better solution, please tell something.
