Windows Firewall and WF with Advanced Security rules not working

When Windows Firewall altered me that it blocked a program and I chose
to to block it, the program was still allowed to send traffic.

I tried manually blocking the program by making an Inbound and
Outbound rule in the Advanced Security console, but this isn't working
either.

Screen of Windows alerting me: http://img139.imageshack.us/img139/908/70924482tj1.png
Screen of the traffic passing by anyway: http://img87.imageshack.us/img87/7333/66837047si4.png

Does anyone know why the Firewall seems to be failing?

Thank you~

The first image reads "incoming connections" are to be blocked.
Sending traffic is allowed, receiving traffic is allowed, only the
incoming connections are disallowed.

I thought that was the problem too, so I created an outbound rule in
the Advanced Security console. But this didn't help.

Here's my outbound rule...mirrored in the inbound section:

I can't see that very well, but no matter - I probably can't help
you with this bacause I haven't played with the firewall much.

Maybe this will shed some light on your problem though:
