problem with Outlook 2003 start-up and exe file

Last week when I booted up my computer my Outlook 2000 program would not open
(no problems the previous day). I deleted Office 2000 and installed Office
2003 but that didn't correct the problem. When I click on the Outlook icon,
it tries to open, but even after waiting an hour the screen is frozen. If I
go to task manager, the Outlook exe file is using 97+% of my CPU memory,
without opening. I can then go to run and open it in safe mode, but a
"detect and repair" doesn't change anything. I tried a solution suggested to
someone with Outlook 2002 - changing the file name for a .dat file and an
..srs file, but no success. Can someone please help!

Update - I followed this advice and it worked perfectly! Thanks! Don't know
if I'll be able to find the original post to thank Jocelyn, but if you see
this - you saved a lot of frustration!

Outlook] post reply dated 2/8/2006... You may have a corrupted outcmd.dat
file... Outlook can't complete building toolbars which hangs it up... try
renaming the file or deleting it while Outlook is closed. Renaming is
best... so you can restore it if this doesn't fix your problem... you will
need to search in hidden and system folders to find the outcmd.dat file.
