Problem with .net framework 1.1 Service Pack 1

I have been trying to get this service pack installed but it fails
everytime,

I totally uninstalled net framework 1.1 - downloaded it again ( thinking it
would have SP1 in it ), then did my Windows Update again, but it still
failed.
