Problem with MSI after Win2000 SP4 installed!

Dear All,

I had a build-server with installed Windows 2000+SP2.
I did install SP4 for Windows 2000 on build-server few days ago.
Installation package maked on the updated server could be successfully
installed only on computers with SP4.
On computers with SP2 or SP3 were changes of behaviour of buttons OK,
Cancel, Change and Finish. This buttons didn't any actions when I press the
buttons.

Where the problems? Any offers, please.

Thanks for your answer.
Buttons don't work that call MSI actions (for example: SpawnDialog,
EndDialog, etc.) only.
Run with loggind not gave any additional information.
