Problem with IE & Windows folders

I am having a major problem opening my IE and all my folders. There is a
very long delay between trying to open them and then them finally opening.
I've also lost the ability to left click on links in IE to open them in a new
window. I've tried everything I can think of including system restore to a
previous date when I wasn't having this issue, but to no avail! All my other
programs run fine without any problems. Is anyone familiar with this issue?

Deserately bumping to see if someone has any other suggestions short of
reinstalling XP!
