problem with fax

I can not start fax service, fax is propery instaled by windows setup,
all files are present, but service (namely: fxssvc.exe) won't start.
Every service that fxssvc is dependent on is started and working
(plug&play, rpc, spooler, telephony). And if I atempt to start fxssvc
manualy it waits few seconds and just switch off... Something is missing
and I don't know what.

I can fax fine with out trying to use dialing rules.

I can not get the fax console to use the dialing rules. I'm using dialing
rules with calling cards but the calling card information doesn't go through.
Fax Console Trouble Shooting gives me th efollowing:

Cause: Calling card information is defined per user. The Fax service is
not running under the same user account as the calling card information.

Solution: Right-click My Computer, click Manage, click Services and
Applications, and then in the services list, double-click Fax. Click the Log
On tab, and set the Fax service to run under the calling card user account.

I can not proceed from there for lack of a valid password. How do I fix this?
