Problem with dynamic IP but not static IP

I'm new to this online forum, but I am hoping someone can help me. I can assign an IP address (static) on my network and that works fine, but my computer is not correctly picking up the DHCP address assigned by my network (dynamic mode). It picks up a restricted address that does not allow me to access the outside world (ie, I'm stuck in my local network and can't do even a simple google search). My laptop is a new dell P4, with windows XP Home. The problem started two days ago in while I wasnt' even at my computer - and it doesn't appear to be a problem with my network card. Any suggestions as to how I could try to fix this most frustrating problem?

To resolve this issue, delete the corrupted registry keys, and then
reinstall of the TCP/IP protocol.

Step 1:
1) Delete the corrupted registry keys
2) Click Start, and then click Run.
3) In the Open box, type regedit, and then click OK.
4) In Registry Editor, locate the following keys, right-click each
key,and then click Delete:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock2

When you are prompted to confirm the deletion, click Yes.

Restart the computer after you delete the Winsock keys

Step 2:
1) Install TCP/IP
2) Right-click the network connection, and then click Properties.
3) Click Install.
4) Click Protocol, and then click Add.
5) Click Have Disk.
6) Type C:\Windows\inf, and then click OK.
On the list of available protocols, click Internet Protocol
(TCP/IP), and then click OK.

Restart the computer.
 
I have exactly the same problem, meanwhile i'm solving the problem by going
to the local connection (by contro panel ) in properties and support make
repair then the pc get a new IP and you can connect.
But if you know to a real solution please let me know (i think the problem
is in the system).
