problem with DNS

Hi,

My problem has to do with XP - Home (and i've been told
that the fact that it is XP Home is entirely the reason
for me getting the problem), but it seems that when i am
on a network (typically when i am playing at a LAN) that i
cannot connect to other computers on the network using
their computer name, but only via their IP, and other
computers on the network have a similar problem "seeing
me" on the network. The other computers have no such
problems with each other. Is there a way to fix this so
that i can connect directly (remotely) to other computers
on the network ? And could this be linked to why the other
computers can't see me ?
 
In the properties for your Local Area Connection, make sure that File and
Printer Sharing is enabled. In the advanced properties for TCP/IP in your
Local Area Connecton, click the WINS tab - make sure that NetBIOS is
enabled.

File and print sharing are enabled, because one of the
other computers was able to view me via my computer name,
and copy files, but after making changes to the ip
settings, they were not. The changes were necessary
because i couldn't access the internet over the network.
We had to set the IP to auto obtain, but manually set the
second option the eludes me.
