I go to Control Panel, Appearance and Themes, Change the Desktop Background,
and then the Display Properties window pops up, I select Desktop then go to
select a picture from my hard drive except it won't let me select a
background. Any ideas as to what is going on?

Run a scan for malware first then edit the registry.

Adaware SE (free)

Spybot - search and destroy (free)

Trend Micro - Housecall (free)

Edit the registry at the following locations, if applicable.

[HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
and/or
[HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
In the right-hand pane, delete "NoChangingWallPaper" or change the value
to 0.

[HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System]
and/or
[HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System]
In the right-hand pane, delete "Wallpaper" and "WallpaperStyle".
