Problem viewing JPG in message - not auto download issue.

One of our user is having an odd problem.

She is not able to view pictures in emails.
It appears as a broken image, with the placeholder but with a small
red X on top.
When she clicks reply or forward, the image appears!
It is not an issue with outlook's automatic download, as it is
disabled.
She uses outlook 2003.

If automatic download is disabled, how do you expect the picture to
download?
