Problem Using Add/Remove Windows Components

When I attempt to access Windows Components, I get the following error:
Setup library msmqocm.dll could not be loaded or a function msmqocm could
not be found. Contact your system administator. The specific error code is
0x7e. I've tried to follow advice i've found on the internet, but I haven't
found anything that repairs this problem.

Adding to Mark Excellent advice, try this then you may your only option
Repair/Install:
msmq=msmqocm.dll,MsmqOcm,msmqocm.inf,,6
