Problem sending email through HTTP account

I need some help. I can't send emails through an HTTP email account. Some
background - my school uses MS Exchange Server, but won't allow users from
home to login using Outlook 2003 in Exchange mode. They allow access to
email only and using an HTTP email account setup (not configured as exchange
account, only HTTP, like hotmail). This only became a problem about 2 weeks
ago, before then everything was fine. I can still connect to my inbox and
read and delete emails, BUT when I send a new email or reply to an email,
problems arise. It appears that my email was sent, and in fact a copy ends
up in my "sent items" folder, but it's never actually sent out and delivered.

I checked with my school's network administrator and he verified that it's
not the email server flitering out my messages. It is a problem on my end.

Any ideas?

I also tried disabling my McAfee Security Center (by starting windows XP in
Safe Mode with Networking), but that didn't fix the problem.

As an aside- I had the same problem 2 weeks ago when accessing the same
account using Outlook Web Access [which I hate and why I like using Outlook
03], but fixed it by uninstalling the S/MIME component. But the Outlook 03
sending problem still persists.

HELP! It would be greatly apreciated!

If the outgoing message ended up in the Exchange Server's Sent Items
folder, then the problem is probably not on your end - it has clearly
been processed by the Exchange Server. Did the message contain any
attachment that may have been quarantined by the mail server. Check with
your mail administrator.
