Problem Opening Word Attachments

We run Windows Server 2008 terminal server with Office 2007. We're blocked
from opening Office 2003 documents in Outlook 2007. When we open the
document, it refers to KB 922850, then from there, it refers to KB 922849 for
Word. It explains how to remove the block by going into the registry. My
problem is, the registry key it refers to doesn't exist on my Windows Server
2008 system. I checked for the key on one of my Windows Server 2003 systems,
but it is not there either. Here's the key the article refers to:

HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\12.0\Word\Security\FileOpenBlock

My key looks like this:

HKEY_CURRENT_USER\Software\Policies\Microsoft\

Under Microsoft, I have Security, SystemCertificates, and Windows. I don't
have Office. I looked under HKEY_LOCAL_MACHINE and it is not there either.
I figured out how to open 2003 documents by adding a trusted location,
however, I cannot find information on how to add Outlook as a trusted
location in Word. Can someone please advise on how to open a Word 2003
document from Outlook 2007.

I added the key as described. It works fine when logged on as the
Administrator, but it does not work for users connecting into the terminal
server. Does anyone have any advise?
