Problem loading eBay Sniping Software

I have just recently purchased an Asus Notebook and I am trying to load some
eBay Sniping Software. Each time I do, regardless of the type of Software, I
have a problem with the Software accessing my Internet connection.

My Internet connection works fine through Explorer so I don't know what to
do to enable the Sniping access?

An example of the Sniping software I want to utilise is

BuyerTools Reminder 1.5.8.0 located at Download.com
