problem during boot up: I get only desktop background

I have an OQO Model e2 ultramobile computer with SSD hard disk and Windows
Professional.

Occasionally when I boot up the computer I get only the desktop background,
no start buttom, no task bar etc

I have to shutdown the computer with the power buttom and startup it again
in order to get the usual Windows XP layout.

Why it happens? How can I fix it?

What capacity is the Solid State Drive, how much free space ? Also
what amount of physical RAM is in the Ultra Portable ? Could be a
issue with the user hive ( Profile ) or one or more services are timing
out during the boot. You need to check the System Event Log.

SSD is 32 GB with 20,7 GB of free space, RAM is 892 MB

I looked at the Event Viewer but I found only "Information type" events, no
"Error" or "Warning", when the problem occured
