Problem creating links, relationships

I am trying to create a relationship link between two mdb tables (separate
db's). Why are my three check boxes for Ref.integrety, update and delete no
longer enabled?
 
?Any chance you are working with linked tables?

This is the case. I am bringing in some Contact table data to use in another
database. I have linked the tables because I wish for the data to follow
referential integrety rules, upadate and delete whichever database I am
working in
