Problem connecting PC to a TV for simultaneous output?

My brother got an LCD TV and hooked up the PC to the TV (which has a VGA
input). His video card is an old Radeon 7000 but it has 2 outputs (DVI and
VGA). We put the computer monitor on the VGA and the TV on the dvi with a
dvi-to-vga adapter.

The computer is working fine, but the problem is with the TV. It seems to
act as an extension of the computer monitor. What I mean is, if I put the
mouse cursor in the middle of the computer monitor, it won't show up on the
TV. But if I move the cursor all the way to the right, it will show up on
the TV. The TV shows the desktop wallpaper, but it doesn't show the start
bar or icons. The right-click menu also works on the TV.

Is there anything I can do to make what's on the computer screen match the
TV screen?

It sounds like your hardware is working exactly as it is supposed to work.
If you go into control panel, either the monitor or the TV should be showing
up as a secondary monitor, with a check in the box that says something like
"extend my windows desktop" onto this monitor. If you want the start menu
(for example) on both the monitor and TV, you will need to run proprietary
software to achieve that. Nvidia control panel will allow you to do exactly
what you are trying to do. I believe they call it "dual view" or something
like that. ATI should have similar software. The catch is, you have to run
the full suite of ATI software to access that function, if it's available.
That is, you can't just install the "drivers" and then go into msconfig to
disable all ATI programs from starting. -Dave

Yes. Check the Display Properties. What you need to do is set it so the
second monitor is in "Clone" mode. You may need to update your drivers.
