Problem after loading Sucurity Update

I have just installed the "Microsfot Windows Security
Update" on my Windows 2000 system. Now, with Internet
Explorer, I get the error

"This page provides potentially unsafe information to an
ActiveX control. Your current security settings prohibit
running controls in this manner. As a result, this page
may not display correctly"

I have followed the instructions in Microsoft Knowledge
Base Article - 235653 BUT, whenever I delete COMCAT.DLL,
within a few seconds, it reappears.

ALSO after the "Security Upgrade", at startup, a
process "Generic Host Processor" tries to connect to the
Internet, but fortunately, my firewall traps it. What's
happening?

What security update do you mean? Can you give the KB#?

The resolution in 235653 is to unregister comcat.dll, rename it and then
reinstall IE - you do not need to delete it.

I used the "Security Update CD February 2004" avaulable
from http://www.microsoft.com/security/protect/cd/order.asp

part no X10- 29587

I've fixed my Internet Explorer Problem by upgrading to
Internet Explorer 6.

BUT "Generic Host Processor" is still trying to acces the
internet at startup - didn't happpen before the upgrade.

AND

On a windows 98 system, the same Security Update is
running "WINLOGON" at startup which freezes the system for
10-20 seconds as it tries to access the internet. Didn't
happen before the upgrade.

WHATS HAPPENING?
