Why is my flash movie "unsafe" ??

I created a flash navigation bar for one of our intranet pages and some
users are getting:

"This page provides potentially unsafe information to an ActiveX control.
Your current security settings prohibit running controls in this manner. As
a result, this page may not display correctly."

When I go into security settings and change "Initialize and script ActiveX
controls not marked as safe" to "enable" the page loads fine.

What's the deal??

ActiveX has the ability to extract, insert and delete (including cleaning
the whole disk off of any info that may be on it!) info on your computer
system without your really knowing about it. As such, it can be very
dangerous and a lot of viruses take advantage of that ability.
There is a subset of the instructions that are pretty safe and that is the
setting that is available for the "safe" ActiveX setting. The movie ends up
using some of the more dangerous instructions so you get that warning
message until you allow for tull ActiveX instructions to be run.
