Problem activting Outlook 2003

I have purchase at least 150 CAL for exchange server 2003. But when I try
install Outlook 2003 standard edition on clients. I was only able to activate
the first ten the rest of them cannot be activated.. Do I have to get a
special form Microsoft?
 
Where did you purchase the CALs? What type of licenses are they? Normally,
volume licenses don't need activated.
