Problem accessing control panel display

Everytime I try to change my desktop background a window pops up saying that
the system administrator has disabled the display control panel. I have done
nothing to cause this nor has my wife. Niether of us know how to "enable" it
again. Can anyone help?

Try this. Go to Start > Run. Enter in: regedit, then navigate your way
through HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ Currentversion
\ policies \ Explorer, and fingers crossed there is an entry in the right
pane called "NoDispCPL" You delete it by right clicking on the entry and
select 'delete' from the popup menu. A reboot might be necessary for the
change to take effect.

I have exactly the same problem. When I look for"NodispCPL" in Regedit--
there is such entry. Is there anyone out there who can help? PLease
