If you have TweaUI :
Open It -- Explorer Section -- Tick "Enable Windows+X hotkeys" -- Click OK

If the OS is XP Pro :
Start -- Run -- gpedit.msc
Administrative templates under User Configuration
Windows Components -- Windows Explorer
Right side, Double click "Turn off Windows+X hotkeys"
Set to Enable or Not Configured

OR :
Start -- Run -- regedit.exe
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Right side, delete "NoWinKeys" or set it to 0

I have the same problem and tried all the recommendations above. Nothing
worked. Any other ideas?

Click Start > Run > regedit > CLick OK
Expand :
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Right side, delete the value named "NoFind"
Restart explorer.exe or reboot omputer.
