prioritize bandwidth for seprate programs?

Hi, is there a program (or a way built into XP pro) that i can
prioritize programs bandwidth usage? the situation i have in mind is I
have some programs constantly running using up bandwidth and slowing
down other programs. Would it be possible to give the constantly
running programs all the bandwidth but when i use something else
(email or browser) to have the constant running programs be put
(temporarily) on very low priority?

Any help would be greatly appreciated!
