I am having the same issue with a client of mine.
Although I get a different secondary error message, but
other than that the same issue applies. In addition,
when I try to restart the spooler service, I get the
following error:

Error 1068 - Dependancy Services of group failed to start.

I discovered that the dependent service is PMObserv.
When I attempt to start this service I get this error
message:

Error 2: the system cannont find the file specified.

The file named in the service's properties is
C:\winnt\system32\PMObserv.exe.

Have you resolved the issue yet, or has anyone else found
a resolution?

Hello friend,

I had the same problem with my W2K server. Probably the PMObserv.exe is
corrupt or was lost. Put another copy of this file in your \system32
folder(PS: I get this file from w2k professional and put in w2k server
and it works!). After than, restart these services. Sorry for my bad
english...

Regards!

Hi,

You need to restart spooler service, you can get some info in system events
regarding this problem.
