This usually means that the USB drivers or the USB ports are not working
properly. I'd try uninstalling the USB drivers and then reinstalling them.
There can be problems--
A system with USB connected keyboard and mouse may need to use a ps2
connected keyboard and mouse during the process. Some systems require that a
"chipset" driver be loaded to have complete functionality of such things as
the USB ports.
The printer will not work if the USB ports don't work. The drivers for the
printer may not install correctly, and usually need to be uninstalled--the
USB problem fixed, and then reinstall the printer drivers and printer.

Install the HP printer software BEFORE connecting it to the PC.
During the software installation you'll be prompted when to
connect it and when to turn it on.
Uninstall & Reinstall Printer (read carefully)

Listen to Chuck.... it's NOT your printer, it's your USB ports.

You need to UNINSTALL your USB ports and then reboot the PC and let XP
reinstall them. Only when they appear WITHOUT any yellow exclamation points
on them do you even think about starting to install the printer software,
and only when that tells you to, think about connecting the printer.
