Printer permissions in XP home

I am not able to set printer permissions as described in
help. Holding down CTRL and right clicking on the
printer does not work. I would like to set permission so
that I don't have to give all users admin permission. XP
Home only has admins and limited for user groups.
 
The Help in XP Home is unfortunately incorrect; there is no "Security" tab
available for printers.

You have to be an Administrator to install a Local Printer, but any user of
that computer should be able to Print to such a printer after it is
"installed".
