printer admin and delegation

Not sure if this is the perfect place, but I'm hoping someone here may have
the solution to this problem.

I have several Citrix/Terminal Servers (member servers) in a Win2000 domain.
Also have same setup in 2003 domain.

Basically, I want to allow specific users to administer the printers
(add/remove, clear queues, etc). Corporate policy does not allow these users
to be Admins or Power users on the local servers. How can I delegate or grant
permissions to users to do this? Maybe via a GPO? If so, I wasn't able to
find anything on this.

Someone suggested adding the users to the domain "Print Operator" group, but
I do not believe this will work (doesn't this only apply to print servers in
the domain?).

Any suggestions are greatly appreciated.

you will not need to set up a GPO. Create a global group with the users you
want to manage the printers. Then place this group onto each printer security
tab with the selection manage printers check box

Thanks for the reponse...I had thought of that, but it won't quite work in my
situation, as we're using Autocreated Citrix Printers....

Any other ideas?
