Printer ACLs

I need to give help desk staff permission to clear print queues without
granting unnecessary permissions on the Print server. Adding them to the
print operators group does not work. Adding them to the power users group
does work but it also give them the ability to accidentally change printer
share names.
Is there a way to change the ACL on multiple printers? Selecting all and
choosing properties only opens a separate properties page for each
individual printer. It seems like a very tedious way to go about it, if
anyone has a better idea I'd love to hear it.

The Windows Server 2003 Resource Kit has a tool called "setprinter.exe". You
can use it to apply changes to all the printers on a server. All you have to
do is pass in a server name (instead of a printer name) to setprinter.exe
