Print Subsytem crashes

Our print subsystem WON'T stay up.

Start the service, go into printers folder, service
crashes. Event log id is 7031 (The Print Spooler service
terminated unexpectedly. It has done this 5 time(s)).
Have obtained and installed Post SP4 Hotfix 820550. No
difference.

Any one solved this, or how can I reinstall the print
subsystem.

Not enough permissions passing down to the spool directory

Server access had been tied down due to server being used
with terminal services. What users can't access they
can't damage - but in this case clamped down too far.
