Print Subsystem Unavailable

When I try to add a printer the message Print Subsystem Unavailable Pops Up. You need to type in at the command prompt "Net Start Spooler" This has to be done everytime we boot. How can we get around this problem? I can't start a service that don't exist other then manually typing it in.
 
Hello,

The Printer Spooler in Service, is the service that needs to be started.

Please change startup type to Automatic and Start the service, and you
should no longer be getting "Print subsystem unavailable" error.
