If I install a print server on my home network, will I have to enable
File and Printer Sharing for Microsoft Networks?

If the printer server is a "device" that connects to a separate
network port, then NO. The print server device will be "sharing" the
printer. If you want to "share" your printer over your home network,
without using a print server device, then Yes.
