SYMPTOMS
When you attempt to print a document from Microsoft Internet Explorer or
from Microsoft Outlook Express, you may experience the following behaviors:
* It does not print.
* When you click Print Preview on the File menu, a blank page is displayed.

However, if you try to print the same document from another program, it
prints correctly.

CAUSE
This behavior may occur if the margin settings in the Internet Explorer Page
Setup dialog box are too high. This may cause the margins to encompass the
entire page, which produces a blank page because the page is comprised
entirely of margin space.

RESOLUTION
To resolve this issue, reset the margins to their default settings:
1. Start Internet Explorer.
2. On the File menu, click Page Setup.
3. In the Left box, type .75.
4. In the Right box, type .75.
5. In the Top box, type .75.
6. In the Bottom box, type .75.
7. Click OK.

You probably rebooted. This can fix/restore/reinitialize/refresh a lot of
things.

You may want to check out the following Release Notes for SP2:

Here is an excerpt related to print preview and printing a web page:

Printing Error on Web Pages Containing ActiveX Controls
You cannot print or print preview a Web page that includes an ActiveX®
object. If you attempt to do so, the Local Machine Zone Lockdown incorrectly
blocks your print functions, and a message saying that ActiveX is blocked
appears in the print-preview window.

To print the page, turn off Local Machine Zone Lockdown by setting the
registry key for this function, as described in "Changes to Functionality in
Service Pack 2 for Microsoft Windows XP" on the TechNet Web site.

Important:
Because turning off Local Machine Zone Lockdown exposes your computer to
greater security risk, you should turn it back on immediately after you
finish printing the page.
